"Bcdedit.exe/set {current} nx AlwaysOff "and press enter.
This command makes the user accounts disable. You can verify this by opening control panel -> user accounts and safety -> user accounts. The check box "Use user Account (UAC) to help protect your computer" should be unchecked.
