I assume since you said menu bar, that you're talking about a Mac. Do you have "Automatically hide and show the menu bar" checked in System Preferences -> General? If so, uncheck it to see it all of the time.
If that's already uncheck, are you using whatever app you're in in full screen mode? That'll usually hide the menu bar, but you can access it by pushing your mouse cursor to the top of the screen.
